C16 Transport

Principles

The Australian Greens (SA) assert:

16.1 Enabling people to obtain access to a wide range of destinations, goods and services in a safe, timely and energy-efficient manner with low environmental impact is an essential service.

16.2 Global warming and climate changes associated with the enhanced greenhouse effect must be given high priority in transport planning.

16.3 Oil depletion is a severe, imminent constraint on transport.

16.4 Walking, cycling and public transport are the healthiest, most economic, most energy efficient, most socially beneficial and the least environmentally damaging ways to travel.

16.5 Access to an adequate level of public transport services is a community right and these services should be under public ownership and control.

16.6 Transport policy is an essential element of urban and regional planning.

Goals

The Australian Greens (SA) want:

16.7 Reduced per capita and overall use of fossil fuels for transport.

16.8 Reduced dependence on imported oil and oil-derived transport fuels.

16.9 A fast, convenient and affordable public transport system which is publicly owned and controlled.

16.10 A transport system that is safe, environmentally sound, efficient and reliable.

16.11 Increased walking, cycling and public transport use and reduced car use in urban areas.

16.12 Better transport services in regional areas.

16.13 Increased community participation in transport planning.

16.14 Reduced direct impact of transport infrastructure.

16.15 To make users of private transport aware of, and responsible for, the full costs of their transport choices

Measures

The Australian Greens (SA) will:

16.16 Restore public ownership and control of public transport.

16.17 Make public transport more frequent, faster and more convenient.

16.18 Give priority to cycling and walking infrastructure.

16.19 Adopt stringent noise and emissions standards for petrol and diesel vehicles.

16.20 Ensure that for new road construction, thorough consideration is given to the need for the road, viable public transport alternatives, destructive impact on local communities and the costs to the environment.

16.21 Defer the Northern Expressway from Gawler to Port Wakefield Rd. and use the funds for public transport and rail freight infrastructure.

16.22 Electrify the train system

16.23 Extend the light rail system

16.24 Explore the potential for Rapid Bus Transit services where light rail is not possible

16.25 Extend the train system beyond Noarlunga to Aldinga Beach.

16.26 Investigate the feasibility of reinstating the Adelaide commuter train service to Bridgewater and its extension to Mt Barker.

16.27 Ensure that the speed limits on all roads are commensurate with the condition of the road.

16.28 Lower speed limits in residential areas.

16.29 Provide safe, rapid, frequent and convenient regional transport services.

16.30 Develop urban villages to bring people and jobs together in areas well-serviced by public transport.

16.31 Improve road safety for all road users through improved planning and education, and through proper recognition for the need for motorists to share roads with other forms of transport such as bicycles and trams.

16.32 Improve transport services for those with special needs.

16.33 Provide fast, convenient, and affordable commuter train services.

16.34 Reduce the need for freight transport through greater self-sufficiency.

16.35 Encourage the transfer of freight from air and roads to trains.

16.36 Provide job opportunities and retraining for truck drivers.

16.37 Improve wages and conditions for truck drivers.

16.38 Facilitate the voluntary transfer of government employees to work places near their place of residence.

16.39 Institute strict and mandatory controls on ballast water discharges.

16.40 Require compensation for residents affected by major transport infrastructure.
